Problem: Toshiba freeze at "Applying final configuration"
Toshiba is at that stage already in Vista OS. The "Applying" screen can be minimized. It hangs here because Wireless mode was ON - it should be switched OFF and then restart laptop in order to continue installation. The switch is at the front side on the left, beneath "Satellite".
It will reinstal Intel PRO set where it got stuck, and continue with Nvidia, utility, camera etc with a few automatic restarts.

Switched off the Wireless and it still hangs on the Final Config screen.

I turned off the wireless antenna and it moved forward, then told me to unplug the network cable. At least the HDD light is flickering this time. Looks like it is doing its thing.
I would have never thought of turning off the antenna. The first time when this hung up, the wireless antenna was on, but no network cable was connected to the NIC and I did not get any message about networking devices, but the second time I got messages. However I had plugged in the network cable half way through the first try in case it was hung up at trying to verify something with Microsoft or needing a loopback check.
My guess is the Toshiba install checks to see if the wired NIC has a valid connection, and if so to broadcast the message stating to turn off the wireless antenna and unplug any network cables.... but it does not check for the antenna being on, and if there is no cable connected the message does not show.
Toshiba should just make this a default message when this screen launches to inform the user to check these things.

What Happens if that didnt work cuz mine didnt work and i need help please what do i do
I discovered that under that big screen there's a whole bunch of stuff going on. I alt-tabbed through the tasks that were going on, and discovered that one was stuck--my wireless was on, but the connection wasn't active (no WEP password in the laptop yet, right??). It was looking for a patch for MS Office, which I don't use, so I cancelled, and it then moved up. I could have waited forever if I hadn't got the idea to look around to see what was happening behind the curtain!
Simply turning off the wireless didn't fix my problem. HOWEVER, doing this did: When the 'Applying Final Configuration' screen pops up, quickly go to Start > Control Panel > Network and Internet > Network and Sharing Center > Manage Network Connections (top right). Then right click > disable every one of the connections. After a couple minutes, your computer should shut down. After you power up, it'll allow you to setup Windows.

So, in conclusion, a 5 minute partition reload to get a clean system takes multiple days of failure, only to once again have us say, I hate Microsoft, I hate people who do not test the software.
Why can they not just give us a disk image instead of 6 hours of loading of an OS.
The pc was great, still waiting for setup to finish.
Also, they refuse to give us ISO disk test programs. I guess I hate them to be honest.
The problem is not the software...The problem is that you have an old BIOS version.. Update your BIOS and next install your operating system...
Mine still is hanging and I have restarted and had automatic shut downs for weeks now grrrr help!!!

@Mike Green - if you ever come back to check this, THANK YOU! The other suggested solutions didn't work, but as soon as I followed your instructions, my computer was brought "back to life"! I immediately got the Windows start screen, was able to configure, and now I'm back up and running. I would have never figured it out without you! (FYI: My "hang-up" file was B3, not B1). Users - remember to go back and Enable your Wireless settings.
